The Robert Bobb Group LLC (RBG) is pleased to submit to the Indiana Department of Administration (IDOA) our proposal in response to your Request for Information (RFI), RFI 17-111, on behalf of the Indiana Distressed Unit Appeals Board (DUAB) to obtain information about potential solutions for School Corporation Emergency Management Services for the Gary Community School Corporation (GCSC).

The RBG, a global, minority-owned consultancy, has the capacity to serve a wide range of clients, including local and state education systems, governments, private companies, federal agencies, nonprofit organizations, institutions of higher education, and foundations. The public sector, however, is where our expertise is entrenched, with a boots-on-the-ground leadership team in financial management that includes former high-level urban school district executives.

We welcome the opportunity to provide operational insights for the DUAB and the GCSC. We believe several steps must happen in concurrence with each other. Central to our work is the Emergency Manager, who will provide critical leadership for the GCSC on an interim basis until the other permanent professionals are hired. In addition, we believe that the Emergency Manager will need to have a consultant support team to ensure the transition to solvency.

  • Deep experience serving in Interim Emergency Manager roles; and
  • History of successfully implementing strategic reform plans for school districts.
